| Decision: |
The establishment of the study program in Special Education and Rehabilitation at the first-cycle level within the social sciences is based on contemporary scientific knowledge related to improving health, prevention and early detection of disabilities, early intervention and stimulation, as well as education, vocational training, and employment of persons with disabilities. The program also aims to strengthen support for families and the social inclusion of persons with disabilities. Advances in science and technology have increased the survival and life expectancy of individuals with disabilities, while inclusive education and assistive technologies have expanded their opportunities for active participation in education and the labor market. Therefore, there is a need for professionals with comprehensive knowledge in special education and rehabilitation who can contribute to early detection and intervention, educational processes, and vocational preparation of persons with disabilities. The program aims to equip students with advanced knowledge and skills in special education, rehabilitation, and inclusive education, focusing on working with individuals with intellectual disabilities, autism, hearing and visual impairments, motor disorders, combined disabilities, learning difficulties, and behavioral challenges. In addition, the program prepares students for practical and scientific research work in this field, contributing to the improvement of theory and practice through innovative methods and technologies.
Të diplomuarit në programin studimor në Edukimin Special dhe Rehabilitim (cikli i parë) mund të zhvillojnë karrierë në një sërë fushash që lidhen me edukimin, rehabilitimin dhe përfshirjen sociale të personave me aftësi të kufizuara. Ata mund të punësohen si asistentë dhe profesionistë të edukimit special në shkolla gjithëpërfshirëse dhe qendra burimore, ku mbështesin nxënësit me nevoja të veçanta në procesin mësimor dhe social. Gjithashtu, mund të punojnë në qendra të rehabilitimit dhe zhvillimit të hershëm, duke kontribuar në vlerësimin, stimulimin dhe mbështetjen e fëmijëve me vonesa zhvillimore ose aftësi të kufizuara. Një mundësi tjetër është punësimi në institucione shëndetësore dhe sociale, si qendra për kujdesin e personave me aftësi të kufizuara, organizata joqeveritare dhe shërbime komunitare që ofrojnë mbështetje për individët dhe familjet e tyre. Të diplomuarit mund të angazhohen gjithashtu në programe të arsimimit inkluziv, duke ndihmuar në integrimin e nxënësve në sistemin e rregullt arsimor. Në varësi të përvojës dhe vazhdimit të studimeve në cikle më të larta, ata mund të zhvillojnë karrierë edhe në kërkim shkencor, trajnime profesionale dhe politika sociale që lidhen me fushën e edukimit special dhe rehabilitimit. Në përgjithësi, ky program i përgatit studentët për një karrierë me ndikim të drejtpërdrejtë në përmirësimin e cilësisë së jetës së personave me aftësi të kufizuara dhe në zhvillimin e një shoqërie më gjithëpërfshirëse.
Knowledge and understanding
General and specialized knowledge in special education, rehabilitation, and inclusive education;
Knowledge of anatomy, physiology, human genetics, and medical foundations related to persons with developmental disabilities;
Knowledge of the specific characteristics and educational needs of students with disabilities;
Knowledge of methods for early intervention and education of children with intellectual disabilities, hearing impairments, visual impairments, motor disorders, and autism;
Knowledge of modern therapies, methods, and assistive technologies;
Skills in assessing educational needs, functional abilities, and disabilities;
Skills in psychomotor re-education, alternative communication (sign language, Braille), and working with students with speech, learning, or behavioral difficulties;

Skills in developing and monitoring Individual Education Plans (IEPs), as well as classroom adaptations and modifications;

Applying knowledge and understanding
Qualified to work in educational institutions: special primary schools, mainstream primary schools, secondary schools, education and rehabilitation centers, and other educational institutions (offices, ministries, municipal offices).
Qualified to work in special institutions: specialized rehabilitation centers, day care centers for persons with developmental disabilities, social work centers, and preschool institutions.
Qualified to work in healthcare institutions.
Qualified to work with children with disabilities included in mainstream preschools and schools through inclusive education processes.
Informed about different forms of practical training and their implementation.
Making judgement
Ability to collect, analyze, evaluate, and present information, ideas, and concepts from special education, rehabilitation (oligophrenology, typhlology, surdology, somatopedics, sociopedics), and inclusive education.
Develops skills in special education and functional assessment as a basis for developing IEPs and ISP, respecting medical, social, educational, and ethical aspects.
Participates in the development and revision of IEPs and determines the need for additional support services.
Ability to assess and select scientific theories, methodologies, and tools, as well as to propose new analyses and solutions.

Aims of the course program: To acquire scientific and advanced knowledge of the achievements in physiology and functional anatomy, to understand the basic principles and mechanisms of organ system functioning, and the regulation of physical and chemical processes in the human body. – Students will understand the functions and organization of the body as a whole. – They will describe homeostasis mechanisms and regulation of physiological processes. – They will identify organ systems and their interconnections. – They will apply theory of physiological processes to interpret clinical and experimental situations. – They will understand the foundations of intellectual brain functions, learning, and memory.

The aim of the course is to inform the student about the history, subject, and studies of cognitive neuroscience, as well as to teach the biological structures underlying cognition. Psychology of People with Special Needs
The course aims to develop students’ competencies in understanding the psychological characteristics, developmental needs, and behavioral patterns of individuals with special needs. It provides students with the knowledge required to analyze cognitive, emotional, social, and adaptive functioning across different disability groups, and equips them with professional skills for supporting inclusive education, early intervention, and evidence-based practices. Students also gain competencies in ethical awareness, sensitivity to diversity, and applying psychological principles to real-life educational and clinical settings.

Practicum II: Assisted Intervention in Rehabilitation
Students visit special schools, institutions, and day centers specialized in the assessment, habilitation, rehabilitation, and education of children with hearing impairment, visual impairment, intellectual disabilities, motor disorders, autism, and combined disabilities. Research Thesis
This activity represents the graduation thesis and a professional positioning project in the field of special education and rehabilitation. Students are required to design and complete a research project related to their thesis, including structuring the work, developing the theoretical framework, and designing the appropriate research methodology. Students are trained to monitor and analyze contemporary research findings in the field of special education and rehabilitation, to maintain a critical perspective toward scientific literature, and to conduct their own empirical research using both quantitative and qualitative methods. They are also equipped with skills to prepare research reports in accordance with academic standards. Through this activity, students understand the importance of the scientific method in special education and rehabilitation and gain knowledge and skills in planning empirical research, identifying and formulating research problems, adhering to ethical research principles, and applying the rules for writing a professional and scientific report.
