The study program on Legal Studies aims:
- to realize the needs of those who foresee their careers in the field of legal sciences.
- to offer students a number of modules which include the foundations of legal knowledge in order to bring them nearer to professions related to law.
- to provide sound and systematic knowledge on the foundations and institutions of the positive law of the Republic of North Macedonia.
- to provide basic knowledge for the fundamental concepts and principles of the positive law in the Republic of North Macedonia and the way it functions in the international context.
- to offer possibilities for lectures by international visiting professors.
- to develop critical awareness for the law in its comparative, historical, economic and political contexts and to offer students various theoretical concepts related to legal studies.
- to provide students possibilities to study abroad in the framework of student exchange programs.
- to offer a series of options which will enable students to study in specific fields of law
- to enable students to take part in research activities related to their studies.
- to offer possibilities for the development of personal, communication and research skills which are required for the employment of graduated lawyers in the institutions that the SEEU Career Centre has already established contacts with.
- to emphasize the multi-lingual education and to promote inter-ethnic and inter-cultural dialogue.
According to the acquired knowledge and skills from this undergraduate program, the graduated students from the Faculty of Law will be able to identify the legal issues which are to be investigated, to use the primary and secondary sources of law, to conduct research, to value in critical way legal issues in theoretical and social-economic aspect.
The diploma obtained from the Faculty of Law is recognized in the Republic of North Macedonia and abroad.
The diploma of the Faculty of Law enables students’ access to governmental institutions, especially institutions related to the administration of justice such as: courts, public prosecutors, advocates, public notaries, bailiffs, etc. The Faculty of Law has signed cooperation agreements with the Academy for Training of Judges and Public Prosecutors of the Republic of Macedonia and the Advocate Chamber of the Republic of North Macedonia.
For students who want to continue their careers in research, the Faculty of Law offers additional programs in master and doctoral studies.
Knowledge and understanding
- Has fundamental knowledge of legal doctrine and the processes through which law is created, developed, and changed including the sources and institutions of law in its wider context;
- Has a sound understanding of fundamental areas of law, including Constitutional and Administrative law, Civil law, Business law, Labour law, Criminal law, Civil and Criminal procedure and International law;
- Has knowledge of the structure, components, and functioning of the Macedonian legal system and its relation to European and international law;
- Understands the socio-economic and historic context in which legal rules operate.
Applying knowledge and understanding
- Identifies and applies core principles and rules in areas such as Constitutional and Administrative law, Civil law, Business law, Labour law, Criminal law, Civil and Criminal procedure and International law;
- Identifies legal problems as they arise in a variety of factual contexts and can propose solutions to them;
- Uses a variety of scientific methods and techniques to write independently and research in an area of law.
Making judgement
- Identifies, interprets, analyzes, and solves legal problems in a manner expected from a new lawyer;
- Interprets and synthesizes the reasoning of legal rules as part of a legal system and applies it to a variety of real-world situations;
- Evaluates critically existing legal rules and ethical rules that govern the legal profession.
Communication skills
- Communicates effectively in writing and in speaking with public and private subjects;
- Drafts and edits basic legal documents such as requests, complaints, contracts, wills and indictments;
- Takes initiatives and accountability for individual and team work in order to achieve effective participation in the legal profession.
Learning skills
- Takes initiatives and responsibility to identify and address learning needs in the main areas of law;
- Develops a system of learning which includes identification, classification, synthesis and utilization of materials from a variety of sources;

History of Law
The course aims to: - To familiarize students with the historical development of the law and the State, and the main legal and social notions. - To gain knowledge about the historical development of the legal opinion in a way that students can understand legal opinions in the past and present. - The students should be able to distinguish socio- legal formations in the past and to understand their evolution. - To enable students to gain knowledge about the historical development of specific parts of positive law (civil, criminal, administrative, family and inheritance law, etc). - To make students to be able to understand the logic of functioning of the State and the law in ancient civilizations and in the Middle Ages and to create ideas by connecting them with modern times.

Introduction to Law
- Students gain basic knowledge about the law and the State; - Students are enabled to acquire theoretical knowledge related to the various forms of the State; - Critical review of the law as a social phenomenon; - Students are encouraged to do analytical review related to the problems faced by the State and the law in terms of globalization and European integration; - At the end of the course students will be able to distinguish the basic forms of the State and the law; - To explain the basic notions of the State and the law and their connection with real life; - To gain a basic, introductory and general knowledge of the State and the law that will be needed for their further studies in general legal sciences;

Legal Writing and Reasoning
Aims of the course: The course’s purpose is to provide the basic knowledge of legal writing and justification to the first year students of Legal studies and Criminalistics and Security studies. In this course, there will be gained knowledge for the legal writing and reasoning principles and basic guidelines for it by applying the various methods of legal writing of normative legal acts (regulations, laws, decisions, judgments, contracts, wills etc.) and acts (CV, claim, competition, application, notification, plaint etc.). For law students this course is more than necessary. They have to take advantage of the proper legal writing skills and the proper reasoning of what they are writing legally, because the mastery of legal writing is essential to any lawyer in his upcoming professional work.

Constitutional Law
Objectives of the course: - To gain knowledge about concepts, phenomena and institutes of constitutional law and the State institutions in the Republic of North Macedonia (RNM) including the various theoretical positions on them; - To gain specific knowledge on constitutional law as a science and legal branch, including a comparative analysis of the situation and perspectives of the same in regional and European domain; - Through this module students will acquire basic theoretical and practical knowledge about the organization of state power in the RNM as well as about the freedoms and rights of man and citizen; - To encourage critical thinking by students about the basic issues related to constitutional order in the RNM as well as in the EU by taking into account the profile of a European lawyer that in the future as an expert will need to interpret and apply the European constitutional law both at national and the European level; - The course will address the relevant issues in constitutional law in a comparative and a national perspective because in an era of globalization, constitutional law can not be understood if considered solely in national terms; - The course will also cover: the new Rules of Procedure of the Parliament which has a key role in developing parliamentary democracy in the Republic, the new laws regulating constitutional issues such as the laws related to the judiciary, local government, electoral system, civil society, defence, foreign policy, etc.; - Besides this normative component, the course will include also the practice of the central government bodies in the RNM such as the Assembly, the Government, the Constitutional Court, the Supreme Court which plays a major role on constitutional law as a science; - it will also include constitutional amendments of 2001 that have a major impact on the “majority democracy” in the RNM and the fundamental values of the constitutional order of the RM as well as the constitutional amendments of 2005 in connection to the judicial reforms in the RM; - At the end of the course, students will be able to make fundamental and substantive differentiation between constitutional institutions, their interconnection and their practical operation; - To make the necessary theoretical and practical differentiation of concepts, phenomena and institutes of constitutional law; - To describe and analyze the various processes within the constitutional system and the order of the RNM in all aspects of the constitutional life of the country which means the life of persons, citizen, state and ethnic communities;

Civil Law - General part
Тhe Civile Law – General part study program aims to provide students with basic knowledge in this area. Upon completion of the semester, students are expected to have acquired theoretical knowledge on the notions and major institutes of civil law such as: the principles of civil law, the sources of civil law, the legal subjects and their legal capacity and the capacity to act, the civil legal relations, etc. Students will be trained to make the necessary theoretical and practical differences of notions and phenomena of a juridical character in the RNM legal system, to distinguish their basic and essential characteristics, and to note their importance and function in practice.

Roman Law
The aims of the course: - to provide students with information about the process of the creation, development and change of the institutions and norms of Roman law under the influence of different historical circumstances; - to introduce students with the role of Roman law as a unifying force in the European legal tradition; - to offer students the possibility of learning the basics of Roman legal terminology; - to present the history of Roman legal thought from its beginnings in the Republican period in Rome; - to explain the historical importance of the perception of the Roman law in continental Europe.

Administrative Law
The course framework includes studying Administrative Material and Procedural Law. It focuses on the principles of organization, operation and scope of the administrative authorities, the main activities that constitute the administrative functions, administrative acts and the relationship between citizens and administration. The objectives of the course consist in that students can: - Define and understand the concepts of administration and administrative functions; -Recognize and analyse the legal framework that governs an organization and functioning of public administration in Republic of North Macedonia; - Recognize the main activities of the administrative office; - Distinguish between the types of acts of the administration and to adopt the first steps to creating such acts; -Learn the types of administrative supervision; -Recognize mechanisms of control of the administration and its accountability to other state bodies, but also to their clients-users of its services; -Acquire abilities and skills for future employment in the organs of administration of RNM, NGO Institutions and all Institutions that deal with subjects of administrative legal nature.

The aim of the course Property Law is to provide students with basic knowledge in this area. After the completion of the semester, students are expected to have gained knowledge related to the notion and scope of property law, the subjects of property law, the principles of property law, the possession, the right to property, the right of servitude, lien rights, the Real Servitudes for public records, etc. It is expected that students will develop awareness on these institutes and the critical skills to approach the law and legal argument in the field of property law.

EU Law
After completing this course, the student is expected o at least be able to know the essence and the volume of EU Law, to have a complete view on the organizational and legal structure of the EU in accordance with the changes that were introduced with the Lisbon Agreement; to be able to interpret and apply correctly the provisions from EU Acts; this will enable students to study further in a detailed manner the more specialized legal disciplines which deal with the EU Law.

Criminal Law - General part
The Course Criminal Law (general part) is a compulsory course. In this course students will receive basic knowledge about the criminal justice system of Republic of Macedonia. Special attention will be paid to the study of the main principles of criminal law, the sources of criminal law, the criminal offense and its elements, the expiry of criminal law, the participation of more persons in the execution of the criminal offense, the system of legal and penal actions, etc.

Law of Obligations
The goals of the course are: students will acquire knowledge about the fundamentals of the Law of obligations and the particular types of obligatory relations. Through the process of education, students will acquire knowledge that they may need in the field of circulation of the civil subjective rights. In the field of the general knowledge on obligations, students will learn the skills needed for the application of the general institutes of the law of obligations in the particular types of obligatory relations. In particular, students will be equipped with the skills of negotiation, of concluding and performing special kinds of obligatory contracts as well as studying the mechanisms for the dispute settlement about the fulfilment of debtor obligations. Students should also acquire knowledge about ascertaining the extent of the harm and the recovery of loss. Moreover, students will also acquire knowledge about some other types of obligatory relations (unjust enrichment, unilateral declaration of will, etc.).

The special part of the criminal law is a system of legal provisions for criminal acts and sanctions for those acts. The subject of the special part is determining which behavior of the person will be registered as criminal acts and how will be the shape and scope of the penal- legal reaction for their commitment contrary to the established prohibitions.

Trade Law
The goal of the course is to offer students fundamental knowledge from the field of Trade Law. In this respect, students are acquainted with the legal rules about carrying out certain business activities, the conditions for establishing and registering the business entities including sole traders as well as the modes of cessation of business entireties; the modes of commercial legal relationships that arise between business entities and their effects and repercussions; activities that are carried out with bills of exchange; the protection of intellectual property rights; consumers protection; the unfair competition; etc.

International Private Law
Through this course students will acquire basic knowledge about: - naming the course (why it is called international law, and why private law); - distinguishing the civil law relations from civil relations with a foreign element; - the legal sources that have to be applied to regulate civil law relations with a foreign element (national and international). - the method of regulation of civil law relations with foreign element (direct and indirect choice of law rules) method that is characteristic only for International private law. - the general and common elements of creation and implementation of international private law, the facts by which the foreign elements appear (facts of identification), the connecting points as well as institutions through which the application of competent law is avoided in International private law.

Inheritance Law
The main objective of the this course is to familiarize the students with the basic principles of inheritance in the Republic of North Macedonia, as well as to acquire knowledge about the basic hereditary institutes that regulate the inheritance in the Republic of North Macedonia. Also, through this course, as part of comparative law, students will be informed about contemporary systems of inheritance law, especially the main differences between the Continental system and the Common Law system.

Labour Law and Social Security course will enable students: - to become familiar with issues that are an integral part of labour law, starting from the fundamental premise that each of us one day will be employed and therefore the knowledge of labour rights represents a struggle for a better quality of life; - to learn about various aspects of exercise of the rights and performance of duties and responsibilities from labour relations as well as legal institutions in the field of labour; - to study the labour relations in practice through the procedure of employment, entering into employment contract, exercising and protecting the rights, the responsibility of employees, termination of employment i.e. termination of the validity of employment contract; - to create specific legal acts relating to institutions covered by the positive law in the field of labour relations in the Republic of North Macedonia; - to provide various forms of student participation and to incorporate the possibility of gaining more points from classroom the activity;

Civil Procedure Law (Contentious Law )
The Contentious Law study program aims are to enable students to gain in-depth knowledge of contentious law and specific skills for its implementation in practice. In the framework of the Contentious Law study program, the theoretical aspects of contentious law will be elaborated, and then the focus will be on the practical application of legal-procedural norms. By studying this Program students will be enabled to independently identify and critically analyze the basic institutes of contentious law, will develop skills to implement the knowledge gained in practice, regarding the course of contentious proceedings, students will also be able to explore the legal institutes of the contentious law in a theoretical aspect and the ways of their normative formulation and concretization and will be trained to undertake certain procedural actions, in particular will gain knowledge in writing complaints.

Administrative Procedure Law
Aims of the course: Administrative Procedure Law includes two separate areas (parts): the administrative procedure and the administrative dispute, which represent the basic subject of the study of the formal (procedural) part of administrative law. The coursework enables students to acquire knowledge through which they can easily understand, explain and analyze issues related to the concepts and institutes of administrative procedural law. The first part explains the procedure (action) of the public and state administration bodies in the application of the material legal norms when directly applying the legal provisions in specific cases, they decide on the rights, obligations or legal interests of individuals, legal entities or other parties. The second part explains the judicial control of the legality of the final administrative acts-the control over the performance of administrative activity and public services.

Civil Procedure Law (Enforcement and Non Contentious Law)
The aim of the course Enforcement and Non-contentious Law is to: • Provide students with in-depth knowledge of the enforcement and non-contentious law, and to develop specific skills for their implementation in practice. • Provide students with theoretical knowledge on the main concepts and institutes of enforcement and non-contentious law, such as: the notion of court proceedings in general, the types of court proceedings and the relations between them, the principles of enforcement and non-contentious law, the subjects of enforcement procedures and non-contentious procedures, the procedural actions and deadlines for their execution, the decisions in enforcement procedures and non-contentious procedures, the decision-making tools, etc. • Familiarize the students with the corpus of issues and problems related to the concept of enforcement and non-contentious law as well as the historical development of their institutions. • Enable students to recognize and analyze the key enforcement and non-contentious institutes in the context of legislative and theoretical references in comparison with legislative and theoretical references in Europe and beyond; • Encourage analytical and critical thinking in students related to the problems faced nowadays by the Enforcement and Non-contentious Law in the Republic of North Macedonia. • Enable students to make theoretical and practical differences between the notions and phenomena of Enforcement Law and Non-Contentious Law in the legal system of the Republic of North Macedonia; to identify their basic and essential characteristics, as well as to be able to understand their importance and function in practice.

International Criminal Law
The purpose this course is for students to acquire basic knowledge of international criminal law. Upon successful completion of this course, it is expected that students have gained solid knowledge on the notion and scope of ICL, related norms, repressive nature of the authority and jurisdiction of the State, extradition, asylum, transfer of criminal procedure, criminal legal assistance and cooperation, international human rights and the jurisdiction of international criminal courts. After completing the course, students are expected to be able to discuss the concepts learned through arguments; to be trained for substantial research; to assess the merits and correctness of the relevant international judicial decisions.
