This conference highlighted the strengthening of regional and international cooperation through the exchange of experiences and best practices between Kosovo and the wider region in the field of higher education and research.
Attending this conference were the education Ministers of Kosovo—Arsim Bajrami, Albania—Nikola Lindita and Macedonia—Abdilaqim Ademi; and university rectors from Kosovo, Albania and Macedonia. Among these latter was the Rector of South East European University (SEEU) Prof. Dr. Zamir Dika, who in his presentation focused on the existing financial models and dilemmas. Using a comparative approach, he assessed the management of student tuition fees in Europe and in the US. He presented the objectives of Europe in relation to the financing of higher education through the Bologna Process and the European Commission strategies.
After presentation by Rector Dika there was a discussion about how extensively these goals have been achieved to date, particularly in relation to finding strategies that will ensure the financial sustainability of universities. The situation in our region, as a point for discussion in the future, was also addressed.
The wide-ranging discussions also encompassed topics such as reforms in higher education; the forms and financial models that represent development and quality offerings; the forms and models of governance of higher education institutions; and the interconnection of teaching and learning activities with scientific research. It was agreed that one of the main conclusions of the participants was that quality in higher education contributes directly to economic and social development.
