The purpose of the mission was to prepare a report and recommendations to the Secretary-General of the Council of Europe on educational issues relating to the long-standing problem of using Latin-script Romanian language in the breakaway unrecognised 'Republic' with a background of decisions of the European Court of Human Rights and recommendations of the High Commissioner for National Minorities of OSCE. The experts met Ministers and officials, the Ambassadors of Germany, the OSCE, Council of Europe and EU delegations in Moldova, and with a diplomatic escort crossed the disputed border to visit the 'Minister of Foreign Affairs' and schools in Tiraspol, the capital of the region which has a significant Russian military presence as well as peacekeeping forces from Ukraine. The report will be due by the end of October.
