The Constitutional and Administrative Law study program aims to provide a range of modules that will form the basis of information and advanced knowledge on constitutional and administrative matters for the purpose of training students to basic legal professions related to this field by providing solid knowledge, the specific and systematic institutes and concepts of Constitutional and Administrative Law in R. Macedonia and comparative knowledge to the region and the EU.

The Diploma of this study program will enable PhD students to conduct scientific research work in the field of Constitutional and Administrative Law sciences, as well as teaching at universities in the country and abroad and also will be actively involved in the process of strengthening the resources of government activities in terms of the country's Euro-Atlantic integration process.

- Shows systematic understanding in the field of research and perfect recognition of methods and skills of research in the framework of constitutional and administrative law according to the highest international standards.

- Shows constitutional and administrative ability to interpret, design, apply and adapt the essential subject of research to scientific integrity;
- It contributes through original research that exceeds existing knowledge boundaries, developing new knowledge, valued at the level of national and international peer reviewed publications in the area of constitutional and administrative law.

- Ability to critically analyze, evaluate and synthesize new and complex ideas, having assessment competencies;
- Ability to independently initiate and participate in national and international research networks and events with scientific integrity;
- Ability to independently initiate research and development projects, through which it will generate new knowledge and skills for the development of constitutional and administrative law.

Semester 1

  • [DLAW0101] [10 ECTS] Research Methodology
    This course is designed for students who are preparing to carry out a doctoral thesis project. The main objective of the course is to offer students tools conceptualising their thesis regarding research issue and the creation of data collection methods and qualitative analysis. The course is focused on problems of the quantitative methods and techniques, such as statistical analysis, texts related to theory and testing hypotheses. Then, the meaning and topics of descriptive and causal inference are of a great importance, longitudinal comparative research and case study. Advanced information data collection will be offered for working with text. The goal is to analyze the quality of data and incorporate all theoretical and practical performances in the function of designing and writing of the thesis.
  • [DCAL0101] [10 ECTS] General and Particular Administrative Law
    In the framework of this course, material and procedural administrative law is taught. The object of learning is the principle of organization, work and the scope of administrative bodies, the basic activities that compose the administrative function, the acts of administrative bodies and the relations between citizens and the administration. Dealing with the study, analysis and detection concerning most important elements on which the notions of administration and administrative function and their scientific significance are based; Analyze the legal regulation regulating the organization and functioning of the public administration in the Republic of Macedonia and make proposals for its changes and supplements; Allocate and analyze the activities of administrative function in order to improve and precisely define them in science and legislation; Make a distinction between the types of acts of the administration and master the finesses of creation of such acts; Study and explore features, current states and possible deficiencies of types of administrative control; Explore mechanisms of control over the administration and its responsibility before other state organs, but also in front of clients-users of its services; Management with the organs of the administration of RM; Non-governmental organizations and all other institutions that decide on matters of administrative-legal nature, as well as employment and engagement in research centers and consulting companies that perform legal services in the field of administrative law.
  • [DCAL0102] [10 ECTS] Theory of Constitution
    Within the framework of this course the following will be covered: - Concept, content, structure and meaning of the Constitution; - Classic and modern theories of the types of constitutions; - Adoption and amendment of the constitution; - Interpretation of the Constitution; - The origin of the constitution and the general development of constitutionality in the world; - Development of constitutionality in RM.

Semester 2

  • [DCAL0104] [10 ECTS] Review and Approval of the Doctoral Dissertation Plan
    After the first semester, the student begins his activities for the development of the plan on his doctoral dissertation. Activities include the definition of literature, defining hypothetical framework, the definition of the work methodology and determination of the individual plan as well as the first public presentation. If necessary, elective courses for this purpose can be taught.

Semester 3/4

  • [PHD-S3-S4-01] [40 ECTS] Scientific Research Work
    In the second year (semester 3 and 4) the candidate continues with research activity by approved individual plan. The mentor provides assessment on these activities in the form of a report to the Scientific-Teaching Council of the Faculty.
  • [PHD-S3-S4-03] [20 ECTS] Publications I
    Publication of research activities under the table relevant to the media for publication. Publication activities and successes of the candidate checked before scientific audience by area and relevance of the research.

Semester 5

  • [DCAL0105] [20 ECTS] Presentation of Research Results
    At the end of the 5th semester, after the research activities under the individual plan, overall results of this phase of the paper and the research will publicly be presented by the candidate.
  • [PHD-S5-01] [10 ECTS] Publications II
    Publication of research activities under the table relevant to the media for publication. Publication activities and successes of the candidate checked before scientific audience by area and relevance of the research.

Semester 6

  • [CAL-PHD-THESIS] [30 ECTS] Doctoral Dissertation
    Continuing the work of doctoral dissertation. Submitted thesis (dissertation), accepted by the Scientific-Teaching Council of the Faculty and submitted to committee members and begin the procedure of public defence.
