  The course will focus on the following topics: - Policy analysis in addressing societal problems. - Historical circumstances of the genesis of modern policy analysis; current development of policy analysis and contemporary trends in research; specificity of the development of policy analysis in different countries – (the cases of USA, UK, Germany, Slovenia) - Policy process and the policy cycle (structure/phases of the policy process and policy cycle; the relationship between phases of policy process; agenda-setting and alternative solutions of societal problems). - Policy actors in the policy process (policy arena, policy network) and particularities of state actors (policy instruments). - Types of policy analysis, research approaches and models of policy analysis (pluralism of approaches and models, analytical applicability of models). - Relevance of the theory, approaches and concepts of policy analysis for the research of policymaking and implementation of common European policies in the circumstances of multilevel governance. - Application of policy analysis to three policies; cohesion (redistributive EU policy), environment (regulative EU policy) and education (policy implemented by open method of coordination).
• [6 ECTS] EU in global economy
  The course deals with the EU's position in the global economy and the EU's relations with key players of international economic relations (US, BRICS). The course analyzes the most important factors of a successful economy and main features of the EU, and more specifically examines the current policy dilemmas of the EU. The emphasis is on a comparison of the EU with important global economic spaces, identifying the comparative advantages and disadvantages of the EU and the possibility to improve its position in the world.

    This course introduces students to the basic structures of the German language. The participants will develop their communicative competence in reading, listening, speaking and writing. The course will enable the students to carry out simple daily conversations in shopping and restaurant and to talk about the past. The students will be introduced to the listening strategies and will be able to get meaning of the cultural information from reading simple texts. Also, phonetic peculiarities will be practiced in communicative contexts.
  • German Language 2
    This course is designed for students with previous knowledge. In this course, we will go beyond the simple communication, so that participants can discuss in more complex sentence structures their family and friends, about plans for the future and the past. The students will learn the declension of adjectives. They will practice reading and listening techniques and improve their pronunciation in special phonetics exercises. They will also write first coherent texts.
  • Albanian Language
    In this course, more complex structures and communicative competence in the Albanian language are taught. Students will be able to express their wishes and intentions and to describe temporal sequences. They can communicate in everyday situations (such as housing, travel, orientation, relations) communicate. More sophisticated oral and written texts will be the main objective of the lesson. The students will get information about culture from authentic materials (newspaper articles, short literary texts). The writing skill will be practiced through writing simple texts.

    Advanced English Language and Terminology 1 is designed for students who are already proficient users of English. It is aimed towards further improvement of all four language skills: reading, writing, listening and speaking. Topics and terminology to be discussed in the course are related to European Union specific terminology – European Institutions.
  • Advanced English Language and Terminology 2
    Advanced English Language and Terminology 2 is designed for students who have already completed the course Advanced English Language and Terminology 1. It is aimed towards further improvement of English. The topics and terminologies to be discussed in the course are related to Agencies and other European Union Bodies.
  • Advanced English Language and Terminology 3
    Advanced English Language and Terminology 3 is designed for students who have already completed the course Advanced English Language and Terminology 2. Since this is the highest level of English students will search and discuss about the topics and materials taken from the Central Library of the European Union available on-line, which is open to specialists and researchers who wish to consult its works on European integration.

    During its long history of 2,500 years, rhetoric was used to indicate many different things; but rhetoric nowadays is considered as the art of persuasion through language. Rhetoric marks the way that an individual is linked to a particular theme or idea in order to convince the others. Rhetoric is characterized by several distinguishing features.
  • Methodology of Teaching
    The aim of the course is to introduce the students to the basic teaching approaches and methods. They are expected to gain knowledge and skills in order to be able to apply the active educational tools. The course also offers development, learning and teaching as concepts and basic practices that allow teachers to teach about the development of thinking. Throughout this course, students will gain both theoretical background and entirety of strategies that will enable them to reflect and develop both their own and their students` critical thinking.
  • Multilingualism and multiculturalism
    The purpose of this subject will be multilingualism in multicultural societies as a social phenomenon. This phenomenon is massive in the world. During the lectures, more precise terms such as monoculturalism and multiculturalism will be considered. The term ‘linguistic nationalism’ has at least two forms of this nationalism, which collide with each other: for the leaders of the most powerful countries nationalism means expansion, and for minorities it takes the form of defiance and struggle for the affirmation of identity, despite such pressure. The emphasis during the program will be multiculturalism in education. In the schools curricula consists of contents from different cultures.
  • Selected Chapters of Advanced Topics in IT Applications for Preparing a Scientific Paper
    The aim of this subject is: - To display the technical elements, the structure of the text and deign of a scientific research. - To enable students to acquire advanced knowledge and skills from selected advanced chapters of IT applications that will be needed in preparation of the scientific and research paper. - Practical application of these objectives in preparing student’s individual research paper.
  • Selected Chapters of Advanced Applications for Statistical Data Processing
    The aim of this subject is: - To display the technical elements in the field of statistics: organizing, processing, comparing through analysis and publication of data. - To enable students to acquire advanced knowledge and skills from selected advanced chapters of the applications for statistical data processing. - Practical application of these objectives in statistical processing of data obtained from questionnaires, reports, scientific studies and other documents.
  • Professional Communication
    The course is focused on the development of those communication skills that are essential for effective functioning in the professional world. Students will study the process for analysis of different communication situations, and will accordingly comprehend them. Among the themes that will be covered are communication in organization, interpersonal and group communication, oral presentations, interviews for employment, professional business letters and interpersonal skills including group dynamics and teamwork.

Semester 2

• [9 ECTS] Theories of European Integration
  The course deals with the main theories of European integration (federalism, functionalism and neo-functionalism and liberal theory of intergovernmental cooperation) and the theory of International Relations and Political Science theory in the light of their (non)applicability for the interpretation and understanding of European integration. Students get a deeper insight into the range of theoretical approaches to understanding the origin and evolution of European integration by reading the original fundamental theoretical texts by authors such as David Mitrany, Ernst Haas, Karl Deutsch, Stanley Hoffman, Philippe Schmitter, Robert Keohane, Wayne Sandholtz, Andrew Moravcsik, Fritz Scharpf, Gary Marks and Thomas Risse. While reviewing existing theories the course also offers application of each theory to individual policies (Common Foreign and Security Policy, Justice and Home Affairs, Economic and Monetary Union) and to more recent processes in the European Union, such as the enlargement of the European Union, building a European defence identity.

  The course aims to critically evaluate the development of the European Union and its institutional framework as well as the functioning of its legal order and the relationship between the EU and its Member States. The basic structure of the course (which will be adjusted annually in accordance with the developments of the EU and its legal order) is the following: - Understanding of the theories and methods of European integration: A re-evaluation of the development of the idea of Europe and in particular the reasons for the success of the post-war European integration as well as the prevailing methods of integration; Constitutional development of the European Union: Elaborating the EU as a polity and its “constitutional” foundations, comparing European constitutionalism with the constitutional orders of Member States; - Institutional set-up of the EU: Analysis of the institutional balance and the system of checks and balances between the EU institutions as well as their respective roles in the functioning of the EU; - EU law as a supranational legal order: Understanding of the fundamental principles of EU law (primacy, direct effect, autonomy of EU law) and the system of judicial review under EU law; - Development and limits of EU legal order: Analysis of the relationship between EU law and Member State legal orders (the issue of the division of legislative competences, the principle of subsidiarity), open issues of European supranationality and their possible solutions; - Development and limits of the European political community: Understanding EU development in light of modern theories of federalism, the issue of the finalité of European integration, the issue of European identity and of the possible future constitutional transformations.

Semester 3

• [9 ECTS] Research Seminar – Thesis Preparation
  Students will learn different research methods and design their own research proposal that could be used for their master thesis. The content of the course includes different methodological approaches and principles (from rationalism to relativism). It incorporates quantitative, qualitative, and mixed-method designs. Real world evaluation approach is introduced. Within application of methods special effort is given to (i) data collection and evaluation of their quality; for both primary data (surveys, interviews, focus groups), and secondary data (whereas special attention is given to Eurostat data sources), (ii) data analysis and (iii) presentation of results. Knowledge from the courses of Statistics and Research methods (Multivariate methods or Econometrics) is highly recommended.
• [6 ECTS] Contemporary Issues of the European Union as a global actor
  This course deals with political, economic, cultural, business, development, societal, legal, environmental, energy, and other issues (a vertical analysis) of the EU as a global actor. Its main ontlogical setting is interregionalism. The course initially offers definition of concepts, such as region, regionalism, regionalization, levels of regionalism, interregionalism. Then it turns to teoretical approaches in the study of regionalism and interregionalism. It presents the history of regionalism and regionalization as phenomena and as concepts of theoretical analysis. Then it turns to the mapping of actors in regionalism and regionalization and upgrades it into interregional analysis of EU's relations with the following: 1) institutional regions ('pure' interregionalism): EU in relation with the American macro and sub-regions (e.g. OAS, Unasur, Mercosur, the Andean Community), the African macro and sub-regions (the African Union, SADDC, ECOWAS), the Asian sub-regions (e.g. ASEAN), the Pacific subregions (Pacific Islands Forum), the Arabian Peninsula (Arab League); 2) non-institutionalized regions (hybrid interregionalism): EU- the Unon for the Mediterranean, EU-ACP), and 3) issues within transregionalism (e.g Asia-Europe Meeting - ASEM).

  • European Foreign Policy
    The course deals with diversification of Common Foreign and Security Policy (CFSP) of the EU, external relations of the EU and of the European Foreign policy. The evolution of these concepts is shown with analysis of EU primary law and the leatest development of the EU external action, combining CFSP and external relations is explained. European foreign policy includes also foreign policies of the EU member states. Thus, initially the course offers a strong conceptual analysis of state foreign policy and EU external action. Secondly, the course aims at applying the conceptual framework to inividually chosen cases of EU external action (high or low politics issue areas) and of a chosen EU member states' foreign policy. This analysis is done in three main dimensions: a) analysis of foreign policy enviornment, b) analysis of foreign policy process (formultion, decision-making, implementation and c) analysis of foreign policy substance (values, goals and strategy).
  • European Security
    This course will focus on the review of the contemporary security paradigms, process of the evolution of the concept of the European Security and Defence Policy, cooperation between EU and NATO in the security field and role of other European security institutions (such as the OSCE).
  • Analysis of European Values
    This course is focused on the synthesis of theoretical insights and empirical findings on the dynamics of changes in European societies in the context of EU enlargement. The subject in the research work focuses on the comparison, evaluation and interpretation of the observations, beliefs and behaviours of the population of the European Union. The survey, which is an empirical basis of the course has a broad thematic concept and deals with issues of political, social, economic, religious and other beliefs of the EU population. In the second part of the course, students get acquainted with all dimensions of comparative research in social sciences by “online" usage of international databases with an emphasis on developing skills of substantive interpretation, social science argumentation, analytical use of data and of synthesis and analysis of research findings.
  • EU Diplomacy
    The course deals with the European Union as an actor in international relations through its diplomatic activity. One is able to conceptualise the EU diplomacy on the basis of the EU’s exceptionalism as multiple and multi-layered player, entering into relations with other actors (states, international universal and regional organizations and non-governmental actors) in a unique way. The basic legal framework of the EU diplomacy is the European external action service as defined in the Lisbon Treaty and its composition as agreed by institutions of the EU and EU member states. An overview of theoretical approaches to the research of the EU and its foreign policy represents a set of introductory course through which students get to understand the basics of diplomatic activities of the European Union in the world. The subject deals with EU foreign policy actors and relations between them and the contractual bases for the external action of the EU foreign policy instruments. The application of this knowledge to a variety of cases of the EU diplomacy as: a) bilateral (between EU Member States and between them and third subjects of international relations), b) multilateral (within European and international), and c) pluri-bilateral (negotiations with the EU and Member States with individual third countries) will focus on the problem of consistency of different actors, their objectives and resources at various levels of EU diplomacy.
  • Good Governance in the EU
    The course addresses the theoretical basis for the analysis of socio-economic environment for developmental catching up within the EU framework of knowledge society/ economy. Special attention is given to the concept of (social and economic) governance, as defined by OECD within the transition from neoclassical open economy and competitiveness approach to new concept where the elaboration of strategic objectives and paradigms, values and policies for their implementation are based on consensus of stakeholders, be it at the level of EU, member states or the regions. The analysis includes interactive relations as well as positive/ negative synergies between the global development framework, content and culture of decisions and politics within EU, planned joint development of selected policy fields like for example higher education, international development policies, innovation policy) as well as other important development determinants: all leading to development results as demonstrated in economic growth, quality of life and environment as well as identity of EU and its members states. Special attention is given to the process of the formulation of the policies within EU and the governance during the implementation phases both at the level of EU as well as at the level of member states.
  • EU and Global Development
    The course addresses the issues of development in Third World countries and their relationship with developed countries, mainly the EU. Special attention is paid to internal development problems, whereby the specific characteristics of the social and economic environment in these countries are analyzed and the focus is how the EU as the worlsd's biggest donor adresses these issues. Since international aspects crucially affect economic development, issues like international trade, aid and investment are also discussed. The outline of the course follows this structure: - Definition and content of development economics, historical overview of global economic development, theories and strategies of development, development problems and issues: domestic/internal aspects; - Poverty/inequality and the distribution of income; - Population issues – demography, health, education; - Employment, rural and urban development, migration; - Agriculture in developing countries; - Development problems and issues: international/external aspects: - International trade; - International finance and development: development aid, debt issues; - Foreign direct investment and development; - The environment and development.

Semester 4

• [30 ECTS] Master Thesis
  This module enables students to transfer their skills and knowledge to research and make more complex the task of the master thesis. The module is designed to be fully practical and students to acquire the necessary knowledge and skills to approach writing the paper. The module has unique return result-to enable students to write the master thesis with minimal difficulties, and with maximum efficiency. The course aims to improve research techniques and style of writing paper, taking account to stop illegal means, such as plagiarism and infringement of copyright, which are prohibited by the Statute of SEEU.
