The idea to apply for new JEP is based on previous experience and cooperation within TEMPUS-program. Previous partnership between Sophia Antipolis University in Nice and the universities in Skopje and Bitola is consisted of the following projects:
- CME-03589-97 "Europe and Socrates project for developing administrative structures for support in implementation and development of network of European programs",
- PEC 14859-99 "Modernization of public administration and politic in RM",
- UM-JEP-15032-2000 "Administrating and managing the universities in RM"

Common for these projects is that they have mutual goal – improvement of administrative capacity at the universities, get to know each other and defining the factors that are cause for problems with which universities faced in their day to day work and especially in the process of harmonizing with the European high education area.
This project is perfect follow up of all previous projects and is compatible with the conditions and process of changes in the high education as one of the ways for reaching higher level of integration of the universities and more efficient international cooperation. This project proposes reforming the central services for international relations in the way that individuals and institutions can have benefits from the services.
