The meeting was held at the University of Vienna on 11 March 2010, coinciding with a meeting of Ministers from the 46 members of the Bologna Process. The Report indicated some further steps which should be taken in European higher education institutions to improve quality and 'fitness for purpose' particularly in relation to the first cycle. A debate on bilingualism and problems in education in Macedonia was held at SEEU

“Bilingualism and Problems in Education in Macedonia” was the topic of the debate, which was held on Monday (1 March 2010) at SEEU, organized by the Faculty of Languages, Cultures and Communication.

Participants in this debate included well known Albanian and Macedonian professors and experts. They noted that the Government’s decision to introduce the Macedonian language for Albanian pupils from the first year of education is a rushed step.

Academician Ali Aliu considers that the languages of other ethnicities should be learned in a reciprocal way. He said that the damage is done and pupils now are involved and will need several years to recuperate from the consequences of this decision.

Professor Elena Andreevska, member of the Commission against Racism and Intolerance in the Council of Europe, considers that the government first needs to prepare the environment for a decision of this kind and should be conscious for possible consequences.

Veronika Kareva, Director of SEEU Language Centre, considers that the approach is more important when pupils learn a foreign language. She said teachers’ preparation and usage of modern sources is of great importance as well.

According to Kareva, the introduction of the Albanian language in Macedonian speaking classes should be from early ages, especially in ethnically mixed areas.
